关于政府角色的思考

Reflection on Role of Government

针对《公共管理导论》一书中有关"政府角色"的讨论以及作者观点,在市场失灵、政府工具、政府干预、政府规模与职能等方面进行了分析和总结,并对传统公共行政和公共管理中的政府角色和运作方式进行了比较,得出了在混合经济中,不能一味追求"小政府",而应明确政府角色,合理定位其职能的启示。此外,文章对我国政府如何合理定位政府角色亦作了进一步的探讨。

This essay reviews and analyzes the discussion on ＂Role of Government＂ in Public Management and Administration： An Introduction on market failure, government tool, government intervention, government＇ s scale and functions. It also contrasts different roles of gov- ernment and operations in new public management with traditional public administration. It comes to the conclusion that ＂minimal government＂ is not an end in itself, the role and functions of govemment should be definite. Furthermore, it probes how to position the role of government in China.
