上海市农业面源污染控制BMPs框架体系研究——(Ⅲ)宏观管理BMPs

A Study on Framework System of BMPs for Agricultural Nonpoint Source Pollution Control in Shanghai—(Ⅲ) Macro-Managerial BMPs

在综合分析国外农业面源污染控制最佳管理措施（BMPs）相关管理经验的基础上,结合上海市农业的现实情况,提出了上海市农业面源污染控制BMPs框架体系的制定构想。对管理性BMPs措施进行了详细阐述,介绍了切实可行的管理措施以及相应的保障体系,以推动农业面源污染控制BMPs在上海市得到有效实施,提高对农业面源污染的控制力度。

Based on a comprehensive analysis of the relevant management experience in foreign agricultural nonpoint source pollution control in combination of the actual situation in Shanghai,the conception to establish a framework system of best management practices（BMPs） for agricultural nonpoint source pollution control in Shanghai was proposed.The managerial BMPs measures were described in detail including practical management measures and corresponding security system so as to ensure the effective implementation of the BMPs for agricultural nonpoint source pollution control in Shanghai and to strengthen the control over agricultural nonpoint source pollution.
