渤海石油平台溢油生态环境损害评估系统开发研究

Research on development of eco-environmental damage assessment system for oil spill at oil platforms in Bohai Sea

为了准确评估渤海石油平台溢油对生态环境造成的损害,本文对国内外溢油生态损害评估方法进行了梳理,选择出适当的评估方法应用于渤海石油平台溢油生态损害评估中,实现了对海域的环境容量损失、生态服务功能损失和天然渔业损失的评估,最后借助计算机技术完成了生态损害评估的系统开发。模型的运行结果验证了模型的科学性和实用性,能够为有关部门及时掌握溢油事故所造成的渤海自然资源损害提供科学依据。

The offshore oil spill is one of the main factors,which causes the contamination of marine environment.In order to accurately assess the damage of oil spill to the ecological environment of Bohai Sea oil platform,the analysis of the assessment methods of the oil spill ecological damage in domestic and international was done,to choose the appropriate assessment methods and apply to assessment the study for oil spill of ecological environment damage in Bohai Sea oil platform,realize the assessment of the loss of environment capacity,the loss of valuation of ecosystem services and the loss of natural fishery,finally to complete the system development of ecological damage assessment using computer technology.The operation result of model verified the model＇s science and practicality.It can provide the scientific basis for the relevant departments that may hold the natural resources damage caused by oil spill accident in the Bohai Sea.
