摘要
目的通过对2007年和2010年江西省县级卫生监督机构的卫生人力资源进行普查,了解江西省县级卫生监督机构卫生人力资源的现状及实施江西省卫生服务能力建设工程3年来卫生人力资源的变化情况,为制定县级卫生监督机构卫生人力资源规划及合理配置卫生人力资源提供依据。方法采用自制调查表对江西省11个地级市县级行政区域91所卫生监督机构2007年和2010年的人力资源情况进行调查,并将2年的调查数据进行对比分析。结果 2010年平均每所县级卫生监督机构职工总人数以南昌市最高[(29.56±12.31)名],景德镇市最低[(8.33±1.15)名]。景德镇市卫生技术人员占职工总数比例下降最为明显(增长速度为-26.32%)。宜春市管理和工勤人员占职工总数比例上升最为明显(增长速度为58.64%)。职工中本科及以上学历所占比例最大和最小的分别为新余市(34.78%)和抚州市(10.40%),本科及以上学历构成比增长最快和下降最快的分别为吉安市(增长速度为48.51%)和鹰潭市(增长速度为-20.00%);职工中中级职称及以上所占比例最大和最小的分别为新余市(47.83%)和景德镇市(16.00%),中级职称及以上构成比增长最快和下降最快的分别为吉安市(增长速度为12.87%)和抚州市(增长速度为-15.74%)。结论江西省县级卫生监督机构卫生人力资源有比较明显的发展和提高,但还存在一定差距且地区间发展不平衡,需要卫生行政部门拟定合理可行的政策和措施,继续促进人力资源的建设。
Objective To understand the current situation of health human resources of county-level health supervision institutions in Jiangxi province and the changes in health human resources after 3 years of implementation of health service ability construction project,and to provide a basis for the formulation of health human resource planning and the rational collocation of health human resources in county-level health supervision institutions.Methods The health human resources of 91 health supervision institutions in 11 county level administrative regions were investigated using self-designed questionnaire.The data in 2010 were compared with those in 2007.Results In 2010,the mean total number of workers per institution was the highest in Nanchang(29.56±12.31) and the lowest in Jingdezhen(8.33±1.15).The proportion of health workers and technicians decreased most obviously in Jingdezhen(-26.32%) and the proportion of managers and handymen increased most obviously in Yichun(58.64%).The proportion of workers with bachelor's degree or above was the highest in Xinyu(34.78%) and the lowest in Fuzhou(10.40%).The proportion of workers with bachelor's degree or above increased fastest in Jian(48.51%) and decreased fastest in Yingtan(-20.00%).The proportion of workers with middle professional title or above was the highest in Xinyu(47.83%) and the lowest in Jingdezhen(16.00%).The proportion of workers with middle professional title or above increased fastest in Jian(12.87%) and decreased fastest in Fuzhou(-15.74%).Conclusion The health human resources of county-level health supervision institutions in Jiangxi province has been developed and improved obviously.However,there is still a gap compared with national levels and the regional development is unbalanced.Therefore,the reasonable and feasible policies and measures need to be developed by health administrative departments to continue promoting health human resource construction.
