在社会法立法缺位的情况下,探求作为社会保障制度之一的公租房制度在立法层面亦面临上位法不足等诸多现实尴尬。检视北京等八省、市公租房制度建构的立法文本,力求对公租房制度建构的法律文本进行得失评析,以期对完善公租房制度有所裨益,使之能够真正达至提高和改善民生的目标设定及促进社会公平正义的价值追求。

In the absence of social legislation,to explore the public rental system as one of the social security system at the legislative level is also facing shortage of higher-level laws and many other real embarrassment.Viewing the public rental system construction of legislative texts in Beijing and other eight provinces,municipalities to sought to study the pros and cons of the legal text of the public assessment in the rent system,to improve the public rental system situation and t enhance and improve people's livelihood truly and promote social equity justice.
