公立医院经营效率评价指标的研究

Evaluation indicators of operating efficiency of public hospitals

目的对公立医院经营效率评价指标进行初步筛选,为进一步确定符合中国国情的公立医院经营效率评价指标体系提供参考。方法以文献分析与专题小组讨论为基础,初步筛选出公立医院经营效率评价指标,并由此形成专家咨询表,采用Delphi法和头脑风暴法相结合的方式对指标进行筛选。结果通过3轮专家咨询,对初步拟定的指标做了修改补充,评价指标从36个减少为25个。结论多种咨询方法的联合运用增加了研究的科学性,筛选出的公立医院经营效率评价指标涵盖面较广,投入指标的内涵更为准确,产出指标更精练、分类更为合理。这些评价指标目前仅适用于县级及以上医院的经营效率评价。

Objective To conduct a preliminary screening of the operational efficiency of public hospitals in order to determine the evaluation indicator system of operational efficiency of public hospitals in China.Methods Based on the literature review and focus group discussions,we conducted the initial screening of evaluation indicators of operating efficiency of public hospitals,then formed the expert advisory table,and use Delphi method and combined with brain storming to screen indicators.Results By 3 times of expert consultation,we revised and improved the initial indicators.The indicators were reduced from 36 to 25.Conclusions The use of a variety of consultation Methods will make researches more scientific,and can get indicators with broader fields covered,including more accurate input indicators,and more concise and classification reasonable output indicators.These indicators are currently available only in the operating efficiency evaluation of hospitals above the county level.
