农村公共产品供给中的乡村关系——以苏北个案调查为例

Supply of Public Goods in Rural Areas——Case Study of Northern Jiangsu

以苏北调查数据为基础,从农村公共产品供给的视角,分析苏北地区乡村关系的现状,指出乡镇政府职能转变效果不明显,村委会对乡镇政府仍有很强的依赖性。因此必须推进培育民间经济组织,增强农民及村干部的主体意识;加强乡镇之间、村庄之间的合作交流,要根据市场经济发展的需求,对其社会管理、公共服务、经济发展绩效评估及政绩考核等进行明确定位;在农村公共产品供给中,政府应该改变以往"一包揽"的管理方式,积极吸引企业、非政府组织等参与供给。

Based on data collected from Northern Jiangsu,from the perspective of public goods supply in rural areas,this article analyses the relationship between the status quo,points out that the effect of transformation of the functions of township government is not obvious;village committee depends on township government.Therefore,non-governmental economic organizations should be cultivated,farmers and village leaders＇ subject consciousness should be enhanced,cooperation between villages should be strengthened.A clear position should be given to its social management,to public services,economic development.performance evaluation and performance assessment,etc.The government should change its role in the supply public goods in rural areas,attract businesses,non-governmental organizations to get involved actively in the supply.
