摘要
通过构建船舶海上应急管理评价的指标体系，并运用德尔菲法（Delphi）和层次分析法（AHP）确定各指标的权重。然后，用灰色综合评价方法建立评价数学模型，并依据评价结果，给出了提高和改善船舶整体应急能力的建议。
The methods of Delphi and AHP are used to build an index system of management evaluation of ships at emergency on sea and to determine the importance of each index. Then, using the gray comprehensive evaluation method to establish mathematical model, and based on evaluation results, some proposals are brought forward to enhance and improve the overall emergency response capacity.
