我国电子商务第三方支付平台现状、问题及对策分析

THE ANALYSIS OF THE SITUATION,PROBLEMS AND COUNTERMEASURES OF THIRD-PARTY PAYMENT PLATFORM IN OUR COUNTRY

第三方支付平台是电子商务顺利进行的重要保障.我国第三方支付平台在近些年发展迅速,对于整个电子商务行业乃至我国整个国民经济都有着重要的意义,但其仍然存在很多不完善的地方。文章针对我国第三方支付企业的准入标准过低法律界定模糊,沉淀资金管理混乱,套现洗钱现象严重,盈利模式单一的问题结合第三方支付的特征及平台设计中的不足,从规范行业标准,引入新型监管机构,加强行业整合等方面提出有效的解决对策。

Third-party payment platform is important safeguard for Electronic Commerce threading.Third-party payment platform have rapid development in our country these years,which for E-commerce industry and national economy is significance,although it still has some defects.For the defects of lower access standards,indistinct legal definition,orderlies precipitation funds management,serious phenomenon＇s of cash money-laundering,single profit model,and so on.this paper proposed effective countermeasures from aspect of regulating the industry standard,introduction of new regulators,strengthening the industry consolidation by binding the characteristic of Third-party payment and flaws of platform designed.
