城市地下空间规划编制若干问题的探讨

Some Thoughts on the Underground Space Planning

结合参与我国《城市地下空间规划编制导则》(征求意见稿、2007.8)和《上海市地下空间规划编制导则》(2008.8)的编研,以及北京、上海、深圳、广州等城市地下空间规划的编制实践,从国家、地方两个层面总结了地下空间规划编制的相关法律、法规和规定的发展历程;着重对最新通过的《上海市地下空间规划编制导则》进行解读,从地下空间规划编制体系、地下空间规划与城市规划的关系、地下空间规划编制与规划专题研究的关系以及相关技术规定(包括资源评估与需求预测两大核心技术)等方面进行阐述,旨在与全国同行共同研讨、共同推进我国城市地下空间规划编制的研究与实践。

This paper presents the underground space exploitation and development firstly.Then it looks back to the laws,codes,and regulations of underground space plan compiling from the national and the local facets.At last,＇The Underground Space Planning Regulations in Shanghai＇ was analyzed from four aspects,such as the system of underground space plan compiling,the relationship between underground space plan and Urban Plan,the relationship between underground space plan compiling and analyzing,and relative technical regulations including underground space resource evaluation and its demand prediction.At the same time,we also sum up underground space plan compiling in China and make expectation about it.
