摘要
煤炭应急储备亟需立法规范,应及时确立社会性、市场化、效率效能、安全环保等原则,建立健全储备监管、储备评估、现货轮库等制度。煤炭应急储备立法应注重与能源储备立法的衔接,采用中央立法与地方立法相结合、法规规章与标准规范相结合的模式。
Coal emergency reserves practices should be regulated by enacting laws or regulations in China.It is time to establish the reserves supervision,reserves evaluation,coal exchange and other systems,under the social,market-oriented,efficiency and effectiveness,safety and environmental protection principles.The legislation of coal emergency reserves should be connected with energy reserves legislation by the national and local legislatures,with the form of laws,regulations,standards and others.
