摘要
分析美国燃料价格调节条款产生的历史背景,研究美国电力工业重组改革前不同时期采用燃料调节条款的使用情况,接着进一步探讨了美国电力重组改革后,为什么大部分州仍然采用燃料调节条款的原因。据此总结其对我国实行煤电价格联动政策的启示。
On the basis of analyzing the historical background of the Fuel Adjustment Clauses in US firstly,this paper studies the usage of the Fuel Adjustment Clauses at different times in US before Power industry restructuring,and then investigates the reasons why many states in US still adopt the Fuel Adjustment Clauses after the power industry restructuring.At last,the author proposes some revelations of coal-electricity price co-movement policy of China.
