社会需求决定着教育活动，《卓越计划》在社会需求导向下应运而生。而社会需求是对层次性的讨论引导出对多样性的讨论，本文意在从国家层面、组织机构层面以及个人层面三个方面的社会需求来探讨《卓越计划》。

Social needs determine the education of the community, ＂Excellence plan＂ figure out with the development of social needs. But the level of social needs is to guide the discussion of on its diversity, this article is intended to investigate ＂Excellence plan＂ from the social needs of three aspects of the nation, organization, individual.
