浙江省乡镇卫生院资源配置与经济运行趋势分析

Resource allocation and economic operation trend in township health centers of Zhejiang province from 2005 to 2008

目的:通过对浙江省乡镇卫生院资源配置和经济运行趋势分析,为加强卫生院服务能力建设提出对策建议。方法:收集2005-2008年浙江省1 500多家建制乡镇卫生院的报表,并进行整理统计分析。结果:2005-2008年期间,浙江省乡镇卫生院在人力资源、固定资产、专用设备和建筑面积上都有了明显的增长,但存在明显不均衡。政府补助使经济状况有所改善,但药品收入仍占业务收入70%以上。结论:科学确定乡镇卫生院人力、设备、建筑和技术服务标准,并加大欠发达地区的扶持力度,以新医改为契机,通过实施"药品零差价"逐步降低药品收入所占比例。

Objective To analyze resource allocation and economic operation trend in township health centers of Zhejiang province,and to put forward proposals to promote their service capacity.Methods More than 1,500 township health centers were selected,and related statements and data from 2005 to 2008 were collected for statistical analysis.Results During the period 2005-2008,there was an significant increase in human resources,fixed assets,specialized medical equipment and buildings in Zhejiang township health centers,but there existed a large imbalance in different regions.The economic operation had improved because of the increasing financial assistance from the government,but the drugs still accounted for more than 70% income.Conclusion The standards of manpower,equipment,construction and technical services in township health centers are to determined scientifcally and support of the underdeveloped area will be promoted.With an opportunity to new medical system reform,the proportion of income from pharmaceuticals will be gradually reduced through the implementation of ＂Without Added Profit＂.
