日本职业高中教师配置制度探析——兼论我国中等职业学校教师编制管理

Analysis on Faculty Collocation System of Vocational High School in Japan——Analysis of the Faculty Position Structure Management in Chinese Secondary Vocational School

一个科学、符合时代发展趋势的师资配置标准是确保职业教育质量、提高教育人力资源利用效率的前提。日本职业高中师资配置制度比较完善,具有很强的权威性、系统性和有序性,刚性与弹性相结合的特点。借鉴日本的经验,我国必须加强中等职业学校教师配置的研究,制定专门的配置标准;根据专业特点和专业类别确定班额及相应的教师数;建立符合职教特点的校内师资管理机构;完善兼职教师制度。

A scientific faculty collocation standard is considered as the basis for assuring teaching quality and enhancing human resources efficiency of vocational education. The faculty collocation system in Japan vocational high school are char- acterized by strong authority, systematization and well-organized, and combination of rigidity and flexibility. Referring the experiences of Japan, China should research the law of faculty collocation in secondary vocational school, and constitute special collocation standard; determine the class size and number of faculty by discipline characteristics and specialty cate- gory; establish the interior teacher collocation management institutions to fit with vocational education characteristics and needs; and improve the part-time teacher system.
