电子文件中心:路在何方——电子文件文档一体化管理机构构想

The Conception of Electronic Records Center Acting as Management Organization Integrating Documents with Archives

我国当前的数字档案馆和电子文件中心建设存在缺乏统筹、定位不明等问题。笔者认为二者实为一物,未来理当二而存其一。电子文件中心应是信息时代的新型档案机构概念,建设的最终目标是为了解决电子文件的管理问题。电子文件中心应该在理顺国家整体公文流程的基础之上成为超越我国当前文档管理体制的文档一体化管理机构。本文对该机构的功能、职能、作用、角色、如何建设、未来发展作了全面的构想。

The construction of Digital Archives and Electronic Records Center in China has some problems such as lack of planning as a whole and ambiguous location. The author suggests that Digital Archives and Electronic Records Center mean the same thing and should use one term in the future. Electronic Records Center should be a new archives organization concept in the information age and its aim should be to solve the question of the management of electronic records. Therefore, Electronic Records Center must exceed current system of documents and archives and become management organization integrating documents with archives based on rationalized national documents process. The paper conceives the function, duty, effect, role, construction and development of Electronic Records Center.
