On Strategical Synergetic Mechanism of Information Resource Sharing System

分析信息资源共享系统战略协同机制的内涵及其对于支持系统持续稳定发展的重要作用。从协同管理、资源协同、技术协同、利益协同等四个层面构建系统的层级式战略协同机制。其中,协同管理机制包括整合、沟通和反馈机制;资源协同机制包括人力资源、信息资源和财力资源协同机制;利益协同机制又包括约束、冲突协调以及利益分配与激励机制。

The paper analyzes the connotation and significant role of the Strategical Synergetic Mechanism on infor- mation resource sharing system. It constructs four mechanisms from the levels of management collaboration, resource cooperation, technology synergy, and benefits balance. In which the management synergy mechanisms contain inte- gration mechanism, communication mechanism and feedback mechanism; resource cooperation mechanism includes human resource cooperation mechanism, information resource cooperation mechanism and financial resource coopera- tion mechanism; benefits balance mechanism consists of restraint mechanism, conflict solution mechanism and bene- fit distribution and incentive mechanism.
