新形势下全国农用地整理潜力测算方法探讨

The Evaluation Method for the Potentiality of Farmland Consolidation under the New Situation

研究目的:提出新形势下全国农用地整理潜力的测算方法,为新一轮《全国土地整治规划(2011—2020)》的编制提供依据。研究方法:基于全国农用地分等和第二次全国土地调查和国土资源大调查的成果,结合农用地整理典型项目区的资料,提出农用地整理潜力数量和质量测算的方法。研究结果:分别提出了农用地整理数量潜力测算的2种方法和质量潜力测算的3种方法。研究结论:文章提出的测算方法对于测算新形势下全国农用地整理潜力有很好的指导作用,可以为编制全国土地综合整治规划提供很好的基础。

The purpose of this paper is to propose an evaluation method for the potentiality of farmland consolidation under the new situation so to provide a reference for the new round of land consolidation planning in China（2011--2020）. Methods employed in this paper was a new method based on the results of the national farmland classification, the second national land survey, the general land resource survey and the data of some typical project areas. The results of this paper showed that two kinds of evaluation methods for the quantity potentiality and three types of methods for quality potentiality were proposed respectively. It is concluded that the methods proposed in this paper were a good reference for evaluating the potentiality of farmland consolidation under the new situation and will be the basis for designing the land consolidation planning in China.
