在新形势下,减少收费公路直至最后取消收费公路是未来的发展趋势,公路行业面临的政策风险很大。"费改税"后,公路建设和养护的投入主要依靠财政拨款来实现,失去了用养路费收入作为担保向银行贷款的可能。那么如何合理优化公路建设资源配置,合理使用公路建设资金,减少资金使用中的错弊和浪费,提高资金使用效率,是摆在公路建设者和管理者面前的一个重要的任务。这就需要一方面进一步加强招投标管理工作和工程监理工作,另一方面要加强财务预算,使财务预算和经济责任有效结合起来,以便财务运行更趋于合理性。

Under the new circumstances,to reduce the toll road until the final abolition of toll roads is the future trend of development,so it is risky for road sector policy.After ＂tax reform＂,the investment in road construction and maintenance rely mainly on financial allocations to achieve the lost revenue with a maintenance fee to guarantee bank loans as possible.So how rational allocation of resources to optimize highway construction,the rational use of highway construction funds to reduce the use of funds in the waste,to improve fund use efficiency,is an important task placed in front of road builders and managers.
