摘要
事业单位是在我国计划经济体制下生成的一种特殊的社会组织。长期以来,绝大多数事业单位都隶属于各个国家部门,依照等级制度来管理,事业单位及其正式从业人员均有行政级别。目前,这一现状正日益成为制约事业单位改革的瓶颈,如何对这一体制进行改革及事业单位将要走向何处,关乎改革、发展、稳定的大局。本文将从更新理念、改善外部监管和内部治理结构、人事制度改革等方面,论述事业单位行政级别制改革的路径。
Institutional unit is a special kind of social organiza- tion generating in China's planned economy.Over the years, the vast majority of business units belonging to various state departments, according to the hierarchy to manage the institutions and their employees have a formal administrative level.At present, this situation is increasingly becoming a bottleneck restricting the reform of institutions, how to reform the system and institutions will have to go from here, about the reform, development,and stability.This paper will update the concept, to improve the external regulatory and internal governance structure, personnel system reform, the institutions discussed in the path of reform the administrative level.
