在舰艇概念论证阶段,快速进行作战能力评估能为舰艇装备发展提供决策依据。在分析影响舰艇作战能力因素的基础上,遵循一定的原则,提出了较为全面的评估指标体系。基于层次分析法,完成了指标体系的权重计算;采用模糊综合评判法,建立了舰艇作战能力综合评判模型,并根据不同类型指标的特点,构建了多种指标量化算法。新概念舰艇的应用实例表明,该方法具有快速、易实现等优点,所得成果能为舰艇装备的发展论证、方案优选、性能改进等方面提供量化参考。

In the phase of conceptual demonstration,rapid combat capability evaluation can provide decision gist for the development of ship equipments.This paper analyses the main influencing factors of ship combat capability and the rules to abide by,and puts forward a set of more comprehensive evaluation index system.This paper,based on hiberarchy analytical method,has finished the weight calculation of index system.The fuzzy comprehensive evaluation is used to set up the comprehensive evaluation moded of ship combat capability and also constructs various index quantification algorithm in accordance with characteristics of different types of index.The method application on new conceptual ship shows that the method has advantages of rapidity and easy realization for ship,the results can provide quantity references for development demonstration,scheme optimization,performance improvement of ship equipments.
