It is an objective rule for a small area to achieve modernization first in the modernization drive.Different from the national modernization,there is not only modernization evaluation but also global criteria in the regional modernization,and what＇s more,there is flexibility and space to choose so as to make regional features prominent.The comfortable life is a starting point of modernization.As an important stage,the basic modernization is the early form of modernization,whose goal is to chase the middle developed countries and at the same time according to China＇s current situation there are some different criteria such as good living,social harmony,cultural prosperity,better environment and so on.
