我国公共行政价值失范及重塑研究

The Study on the Incorrectness of the Public Administration Value and Reconstructing Methods

行政价值作为行政组织文化的核心,具有整合和引领、凝聚和辐射、协调和控制的功能。我国正处于转型期,行政价值观的失范在理论上表现为行政主导价值观的旁落和公共行政价值客体的异化,其在现实中表现为行政价值的理念庸俗化、行政价值取向的利己化、行政价值选择功利化的倾向。要克服这几种倾向,须从加强政治体制建设、深化经济体制改革、构建新型政府理念、推进行政文化创新和提高行政人员自我修养等方面作出努力。

Public administrative value,as the soul of administration,has the properties of oneness,guiding,calling,radliating,regulation,negotiation and control.In he transformation period,the incorrectness of the public administration value displays in the misplacement of the domain administrave value,and alienation of public administration object.In the real life it displays in vulgarization of public administration idaa,self-interest of administrative value orientation,utilitarian choice of administrative value.To overcome this tendency,we must strengthen the political system,deepen the reform of economic system;Constructing the new government idea;Promote administrative culture innovation and improve administrative personnel training.
