以外需促进内需之发展:民生问题解决视角

The Development of External Demand Promoting Domestic Demand:Based on Perspective of Livelihood Issues Solving

民生问题解决不仅是一个社会问题,更是一个经济问题。我国目前外需进一步增长乏力,内需难以全面启动,外需和内需分割,外需对内需难以形成推动与基本民生问题没能解决好有关。外需通过民生问题促进内需的传导机制包括总量扩大机制,层次提升机制,社会保障机制。民生问题解决滞后对中国外需及外需促内需均产生许多不利影响,包括地区不平衡及城乡对立,外需供给层次不适应劳动力结构变动及转变增长方式的需要,流动农民工问题、可持续发展问题、社会民生问题得不到有效解决。我国需要从基本民生问题解决角度调整外需结构,转变外需发展方式,出台外需促内需的有利政策措施,以打破内外贸分割,实现内外需的良性互动。

Livelihood issues solving is not only a social problem,it is an economic problem.Now Chinese external demands are difficult to grow further,domestic demand is difficult to fully start.External demand is difficult to promote domestic demand.The lag of livelihood issues solving causes many adverse effects.China needs to adjust external demand structure,and transform the mode of development,break the division of domestic trade and foreign trade,realize their benign interaction.
