地方政府公共支出空间外溢效应对区域经济增长的影响

Influence of Spatial Spillover of Public Spending of Local Government to Regional Economic Growth

财政分权体制下地方政府公共支出的空间外溢以及地方间增长竞赛对本区域的经济增长有何影响?本文基于一个内生增长理论模型,以我国30个省级区域2000-2006年的面板数据进行了空间计量的实证研究。研究结果发现,(1)地方政府公共支出存在空间外溢效应,同时生产性公共支出的空间外溢对本地经济增长有消极影响,而福利性支出对本地经济增长有积极影响;(2)区域间经济增长率存在竞争效应;(3)投资率、就业增长率以及开放程度对本地经济增长有着积极的显著影响。

In the context of Fiscal decentralization,how does the spatial spillover of public spending and economic growth contest impact the local economic growth remains unanswered till now.Based on a endogenous economic growth model,The paper empirically examined the issue by using provincial data from 2000 to 2006.The results show that firstly,spatial spillover effect of public spending does exist.productive spending spillover has negative effect,rather welfare spending has positive effect.Secondly,growth rate competes across provinces.Thirdly,investment rate,labor growth rate as well as openness have significantly positive effect on local economy.
