浅谈美国住房保障政策及其对我国的启示

A Discussion of the Enlightment of U.S.Housing Security Policy to China

住房问题是重要的民生问题。改革开放以来,我国城市居民住房条件大幅改善,但房价的过快上涨又使低收入群体陷入住房困难,从而促使国家住房保障政策的出台。相比之下,欧美发达国家的住房保障政策起步较早,相关法律制度较为完善,住房保障的资金来源渠道较广,住房保障政策发展较为成熟,在诸多方面值得我们学习。据此,拟通过文献研究的方式,在分析美国住房保障政策的基础上,将中美两国的住房保障制度进行对比,从而努力探寻我国在这一方面的实践启示。

Housing is one of the most important livelihood issues. Since the reform and opening-up, China＇s urban housing conditions have been improved significantly, but the fast rising house price has got low-income groups into housing difficulties. Such situation prompted the introduction of China＇s housing security policies. In contrast, the housing security policies of developed countries in Europe and America started earlier so that the relevant legal system is better, the funding sources of housing security are broader and the housing security policies are more mature in development, which provide much more experience for us. Based on the literature review, this paper analyzes the U.S. housing security policies and compares China＇s housing security system with that of U. S in order to explore the practical enlightenment in this regard.
