农业发展方式是特定的农业生产要素及其组合方式的产物,因而,转变农业发展方式本质上就是大力创新生产要素组合方式。其现实选择就是集成创新即在现实生产要素的数量和质量基础上集成农业生产的技术要素、主体要素、设备要素、人才要素、产业及行业要素等等,实现技术集成、主体集成、设备集成、人才集成、产业及行业要素集成等从而推进农业发展方式转变。推进农业集成创新必须培养主体的创新意识,构建相应的体制机制和集成创新的农业载体以及相关部门的集成创新的思维方式和能力。
