二战后至70年代，随着美国世界经济霸主地位的取得，美国高等教育的发展进入黄金时期，实现了第二次跨越式发展，成为世界高等教育强国，这得益于美国对高等教育立法的重视和完善。随着几个重要的高等教育法规的相继出台，美国高等教育立法凸显出鲜明的时代特点，这对于正处在发展与改革中的我国高等教育有重要的借鉴和启示。

From the ending of Second World War to the Seventies, as American economic has been in the world leading position, American higher education got into the prosperous period, and realized the second rapid development and became the powerful nation of higher educatin in the world . All of these have benefited from American higher education legislations which have been emphasized and perfected. With successive introduction of several important higher education legislations, American higher education legislation show bright historical characteristics, which give some important revelations to Chinese higher education reform and development.
