论述了电子签名应用于电子病历的法律依据,指出目前在法律法规、处方管理、电子签名安全及认证方面存在的种种问题,并针对问题提出需要制定全国统一的电子病历基本规范和实施细则、完善法律法规、建立医疗CA机构、制定管理制度、选择有资质的可信时间戳机构等解决方案。

Legal basis of applying electronic signatures in electronic medical record was introduced. Problems in aspects of laws and regulations, prescription management, electronic signatures and certification safety were discussed. It needs to develop a unified national norms and rules, improve laws and regulations, the establishment of CA health care institutions, the development of management system, chooses qualified agency trusted time stamp and other measures to solve the above problems.
