基于全面质量管理的电大系统远程教育课题立项管理研究

Research of Overall-Quality-Management-Based Distance Education Research Project Assessment and Approval Management in Radio and TV University (RTVU) System

科研项目是远程教育领域开展科学研究的重要形式,是远程教育机构提高科研水平的重要举措。全面质量管理有利于从系统的视角,促进管理人员、科研人员对科研项目进行全面的、持续的改进,提高科研质量。本文基于全面质量管理思维,将电大系统科研管理的课题立项环节划分为课题申报、课题评审和课题开题三个阶段;基于电大系统远程教育研究关注点统计和课题研究分类,对其课题申报指南的结构和效用、评审指标信度和效度进行分析。研究发现,电大系统科研申报可在课题申报指南、评审指标制定和课题立项流程化与信息化等方面做进一步改善。

As one of the important approaches to exploring scientific researches in the distance education area,a research project provides practitioners with an invaluable opportunity to strengthen their competence.In this respect,the overall quality management is conducive to assisting managers and researchers in their comprehensive and continuous improving of a project from systematic perspective so that the project quality could be upgraded.In light of this thinking,this paper divides a project assessment and approval process into three phases,that is,application,evaluation and defense.The paper then analyzes the framework and effectiveness of the application instruction,and tests the validity and reliability of the assessment index,after reviewing the research topics summary and categorization.Findings reveal that that more shall be done for the RTVU system to improve its research project management in aspects like remedying the guidelines and evaluation indicators,and standardizing and informationizing the procedure.
