Ensuring Public Ownership Still Playing a Main Role in the Reform of Ownership System

私有化鼓吹者制造"国""民"对立论,掩盖资本主义私有经济的实质,离间社会主义国家和国有经济与人民大众的关系;煽动"国退民进"歪风,企图逼迫国有经济退出一切竞争性领域;捏造"国进民退"对政府施压,意欲使"国退民进"成为改革的定势和准则,加快私有化的步伐;谎称国家垄断是我国分配不公的"祸首",企图将民众的不满情绪转向国有经济,让私人资本进占国有经济的现存阵地,实现全面的私有化。本文揭露他们的手法,从理论和实践上分析其错误,并指出社会主义初级阶段具有很强的过渡性质,强调改革必须以初级阶段历史任务的实现为目标,在基本经济制度中突出公有制的主体地位和国有经济的主导作用。

Advocators of privatization set state-owned economy against private economy,and attempt to cover up the substances of capitalist private economy,also drive a wedge between the socialist country,state-owned economy and the mass of the people;they claim that if the state one is in the lead,the private one will certainly fall behind,so try to force the state one to retreat from all the competitive fields;in addition,they put pressure on the government by confusing people's mind,and want to let people know very clearly that the reform of ownership system must threaten the private economy,their aim is to speed up the privatization;any more the advocators falsely report that national monopoly is the chief offender of unfair distribution of income and seek to have masses' discontent turned to state-owned economy,and allow private capital attack and occupy the state-owned economy's existing positions,then take privatization across the board.This paper exposes their tricks,analyses their mistakes both in theory and practice,and points out that primary stage of socialism is a period of transition which a great many hard works are to be done,the reform,must be aimed at completing the historical mission in the primary stage,the main role of public ownership and the leading function of state-owned economy must be stressed in the basic economic system.
