摘要
党的十七届三中全会以来,土地流转成为全国关注的焦点。土地流转为农村规模经营做出了应有的贡献,但土地流转中仍暴露出不少问题,金融也不能有效服务于土地流转,本文分析了农村土地流转中存在的问题,并在借鉴世界上有代表性的国家和地区土地相关的金融制度的基础上,提出了开展"国家农村土地银行"试点的建议。
Since the Third Plenary Session of Seventh, the Rural Land Circulation has become the focus of the whole China. Land Circulation has contributed to the rural scale.
