摘要
现代大学制度的建设必须基于"学术为本"的价值追求。彰显教师主体地位、建立现代大学制度,关键在于寻求体制机制创新,打破制度性的壁垒和障碍。为此,应真正确立高等学校学术自由制度,健全学术委员会等学术机构的运行机制,完善高等学校教职工代表大会制度,实现高校教师从身份管理向以劳动关系为主的契约管理转变,强化高校行政组织服务学术的功能。
The construction of modern university should be based on the value pursuit of academic orientation. To manifest the subjective status of the university teacher and construct modern university system, the key is to seeking the innovation of system and mechanism, and breaking through the institutional barrier and obstacle. For this reason, we should actually establish the academic freedom system in university, perfect the operational mechanism of the academic institutions such as the academic committee, improve the system of congresses of university staff, realize the transformation of the management of university teacher from personal identity to contract, and reinforce the function of administrative department to serve academic research.
