Based on the background,scope and investment,the main policy and the total investment,the main results and the outstanding issues of Phase I of Nature Forest Protection Program（NFPP）,the paper explains the formation process and the necessity and importance of Phase Ⅱ.Describes the main contents of Phase Ⅱ of Nature Forest Protetion Program,including the implementation period,scope,guiding principles,key objectives,major tasks,the main policy,capital investment and safeguard measures,especially for a detailed interpretation of the main policy.Compared with Phase I,it holds that Phase Ⅱ will have a breakthrough among local supporting investment,forest management and protection,social insurance and policy expenditures and other subsidies and policy standards,and other financial assistance in the young forest tending.
