摘要
将科学的人力资源管理理念和方法有效地融入科研开发全过程,创造一种能够激发科研人员潜能的公平竞争环境,是科研院所提升自身核心竞争力的有效途径。通过4条公平原则在"精细化工技术与产品孵化基地实施办法"中的实践,对调动和激发科研人员潜能起到了积极作用,推动了科研项目的开发并收到良好成效。
To integrate scientific concept and method of human resources management into the whole process of research and development effectively and create fair competition environment for stimulating potential ability of scientific researcher is an effective approach to elevating self core competition force for scientific research institutions. The practice of four fair principles in "implementation method of fine chemical technology and base of product incubation" played an active role to mobilize and stimulate potential of scientific researcher, promoted development of scientific research project and received good result.
