To integrate scientific concept and method of human resources management into the whole process of research and development effectively and create fair competition environment for stimulating potential ability of scientific researcher is an effective approach to elevating self core competition force for scientific research institutions. The practice of four fair principles in ＂implementation method of fine chemical technology and base of product incubation＂ played an active role to mobilize and stimulate potential of scientific researcher, promoted development of scientific research project and received good result.
