基于国土资源“一张图”的综合监管与共享服务平台建设研究

Study on Consolidated Supervision and Construction of Platform for Shared Services Based on "One Map" of Land and Resources

随着国土资源信息化的深入,国土信息化建设也面领着新的问题:数据没有进行有效地统一管理、信息系统建设分散、信息应用比较局限。基于国土资源"一张图"建立集信息集聚、预警监测、辅助决策、在线指挥功能于一体的国土资源综合监管平台和国土资源信息共享服务平台,实现从"以数管地"到"以图管地"的转变,为科学规划、合理利用土地,实施最严格的耕地保护制度,加强和改善宏观调控提供有力数据与决策支持。

With the expanded in-depth of computer technology on land resources, the computerization of land is also facing new challenges： the data can not be effectively unified by an existing management, the establishment the information system is fragmented, and information applications relatively limited. But, in- spired by one ＂picture＂ of land and resources, the construction of the consolidated supervision platform and its service information sharing can solve these problems, because it has been established by a set of functions into a single system of service such as the gathering information, early warning and monitoring, supporting decision, command-line. Also changes can be achieved in the ＂digital management of land＂ to ＂managing by a field map.＂ In this way, we can provide the powerful data and decision making for scien- tific planning, rational use of land, and the implementation of the system of protection of agricultural land the most rigorous, and to strengthen and improve the macro-control.
