论服务型政府公共服务职能的有限性

On the Limitedness of Public Service Functions of Service-oriented Government

服务型政府有义务为公民提供良好的、无差别的服务,它是公共服务的主要提供者。但是,服务型政府是有限政府,其公共服务职能也是有限的。随着物质文化生活水平的提高,公众的服务需求越来越多,要求也越来越高,政府无法全部满足。服务型政府公共服务职能的有限性决定了它不是公共服务的唯一提供者,它必须利用其它组织的力量提供一部分公共服务,弥补自身公共服务能力的不足,以保证公共服务的水平和质量,满足公众的需求。

Being the main provider of public services,it is the obligation of the service-oriented government to provide citizens with a good,non-discriminatory service.However,the service-oriented government is a limited government,its public service functions is limited,too.With the development of material and cultural living,the public demands for services will be higher and higher,and the government cannot meet all.The limited nature of public service functions of the service-oriented government determines that it is not the sole provider of public services,it must depend on other organizations to make up for their lack of capacity of public services to ensure the level and quality of public services to meet public demand.
