高等院校一直是人们心目中神圣的"象牙塔".然而,近年来人类最文明最圣洁的校园"净土"频传腐败丑闻,高等教育领域发生在基建工程、图书教材和设备采购、招生录取等方面的贪污贿赂、渎职失职、滥用职权等违法犯罪呈多发高发态势,令人触目惊心.严峻的现实要求针对高校腐败案件发生的特点及存在原因,研究和制定出科学的管理制度和预防治理对策,加强源头治理,强化约束机制,树高校清廉之风.

Universities are regarded as ivory towers in the eyes of the public.However,there have been many scandals of corruption from the purest campus in recent years.The crimes of power abuse,corruption and bribery,which about capital construction projects,procurement for all materials and equipments and students enrolment etc.,are showing ascend trend.In the light of the serious situation,the universities need to aim at the features and the causes of these corruption cases,study and formulate scientific management systems countermeasures,strengthen the inner supervision,deepen restraint mechanisms and build up the clean and honest atmosphere urgently.
