基于生态安全的产业集聚区规划研究——以河南省新县产业集聚区规划为例

Industrial Cluster Planning Based on Ecological Safety——Industrial Cluster Development Plan of Xin County in Henan Province

目前在国内产业集聚区规划过程中暴露的一些问题值得我们思考,从规划层面上看如何使规划更趋科学性、合理性和可操作性是规划设计人员应加强研究的方面,而生态规划是解决上述问题的有效方法.在对国内外与产业集聚区规划相关的生态学理论进行总结的基础上,归纳出在这一领域研究的重要理论思潮.研究选定新县产业集聚区为研究区域,结合生态安全相关理论,应用生态足迹法与生态承载力平衡模型技术,对研究区域进行生态安全评价,评价结果是新县生态安全处在中等安全水平上,相对不稳定.在生态安全评价的基础上,展开新县产业集聚区发展规划及生态安全实施策略,以期达到产业集聚区规划的科学性、合理性和可操作性,同时也可为其他产业集聚区规划提供借鉴.

The current problems exposed in the domestic industrial cluster planning await our consideration.In perspective of the planning level,how to make planning more scientific,reasonable and feasible is of great significance for the planning and design personnel,but the ecological planning is an effective way to solve the above-mentioned problems.In the light of the summary of the ecological theory related to both the domestic and abroad industrial agglomeration area planning,this paper sums up the important thought of theory in this field.The industrial cluster of Xin County is selected as the research area.Combined with the related theory of ecological security,the ecological safety is assessed by means of ecological footprint and ecological carrying capacity equilibrium model.The result indicates that the ecological security in Xin County is of the medium level and relatively unstable.On the basis of the ecological security assessment,the development plan and implementation strategy for the industrial cluster in Xin County are carried out so as to make the industrial cluster planning scientific,reasonable and workable,which sets an example for other industrial cluster planning.
