摘要如今，当某人或某政党执掌政权，人们会认为他（或它）接管了国家或政府。除了借助国家本身（thestate）以外，没有人有权要求推进其统治（itsrule），就好像国家明摆着不归权力争夺的胜出者所有，而只是暂时交由他代为管理。人们使用的术语也许会有所不同：
