经济欠发达地区县域村镇体系规划编制研究——以蛟河市为例

HIERARCHICAL PLAN FOR TOWN AND VILLAGE IN ECONOMICALLY UNDERDERDEVELOPED AREAS——A CASE OF JIAOHE CITY

从全球化和地域化对区域发展影响、科学发展观对区域发展理念更新、《中华人民共和国城乡规划法》对规划编制要求等影响村镇体系规划编制的背景出发,分析了经济欠发达地区规划编制存在的环境保护与经济发展诉求、经济区位不优和市场竞争加剧、建设资金不足和公共投入加剧的现实问题,以及村镇体系规划实施中存在的多规划关系不清、规划实施主体单一等问题,提出了经济欠发达地区县域村镇体系规划应该明确规划实施主体为政府而不是单纯的城乡建设管理部门,规划编制核心内容应是空间发展策略、资源环境保护、公共设施区域安排及城乡建设的综合指导,并围绕规划编制内容提出了相对应的实施策略。最后以蛟河市为例,对村镇体系规划编制进行了例证。

Firstly, this paper considers the following background： 1） the effect of globalization and localization on region;2） the Scientific Outlook on Development requiring updated development concept; 3） the new demand from ？People＇s Republic of Town and Country Planning Act. Then, this paper analyses the problems existing in planning of undeveloped area, including： 1） the conflict between environment conservation and economic development;2） inferior economic position but brutal market competition;3） budget shortage but ？increased public investment;4） the disordered relationship existing in multiple plans;5） simplex planning body. Based on the above analyses, this paper points out that planning body should be government instead of planning management sections, the content of planning should be spatial strategies, resource conservation, planning of public facilities and integrative guide for construction, and this paper put forwards implementing strategies surrounding planning content. Finally, this paper takes Jiaohe City as a case to study.
