目的研究解决合作医疗中暴露的突出问题,以促进新农村建设并为改进农村医疗事业提供依据。方法文献资料考证、数据统计和分析。结果应该深入持久地开展合作医疗对新农村建设提供人力支持、财力支持、环境支持、精神支持。合作医疗当前最突出的问题是费用上涨过快,其原因主要是医疗机构的过度服务和违规行为。结论确定适宜的付费方式、建立和规范双向转诊制度和加强对药品生产流通领域的监管,是控制合作医疗费用不合理上涨并促进新农村建设的重要举措。

Aim Through researching on how to solve the key problem of the cooperative medical systems,to construct the new rural and provide a basis for improving rural medical career.Methods Analysis of historical documents and statistics.Results Cooperative medical system is significant to forward the new rural construction as providing the manpower,financial and environmental and psychological support.The key problem is the cost′s unreasonable increase,while medical institution′s excessive services and violations are the primary factors.Conclusion The solutions are to expand disease-payment,establish and standardize two-way referral system and strengthen the supervision of medicine market.
