摘要
通过跟踪UPOV联盟植物新品种保护国际发展和竞争动向,分析品种权保护现状,结合我国优势农产品贸易契机,提出我国品种权应有选择性地实施走出去战略。最后,构建我国品种权海外发展战略框架:以科研机构为后盾,创立企业育种创新基金,减免自主研发产品税收;加强种子及种业管理,促进种业集聚;建立海外品种权申请服务机构。
Based on tracing the development and competitive trends of the Protection of New Varieties of Plants of the International Union, the current basic status of PVP is analyzed, combining with China＇ s advantage agricultural trade, proposing that plant variety fight in China should implement the overseas development strategy selectively. Furthermore, con- strueting overseas development strategic framework of plant varieties rights, with being backed by research institutions, creating breeding innovation fund for enterprise, tax relief for independent R＆D products, strengthening seed ahd seed in- dustry management,promoting accumulation of seed industry and establishing services agencies overseas of applications for variety fights.
