"Differential Land Rent Ⅲ"and the Appreciation Distribution of Non-agriculturalization of Agriculture Land

我国目前农地非农化过程中土地增值收益分配存在很多不合理、不公平的地方,根源在于体制的不健全。为了实现农地非农化增值收益的合理分配,一方面要提高征地补偿标准,建立科学的补偿机制;另一方面,规范土地有偿出让收益的使用和管理,建立和完善土地收益基金专项管理制度。

The purpose of the paper is to analyze the appreciation distribution of agriculture land non-agricultur- alization, and gives some advice from the analysis of differential land rent III. Method of literature review was employed. The results show that there are many unreasonable and unfair aspects about the appreciation distribu- tion, rooted in the system imperfection. It is concluded that in order to achieve a reasonable distribution, one hand is to raise the standard of compensation, and to establish a scientific mechanism; the other hand is to regulate the land use of the proceeds, establishment and improvement of special fund management system.
