摘要
在以全员聘任制为核心的高校人事制度改革遭遇改革瓶颈之际,高校人事代理制度应运而生。人事代理制度虽然只是一种过渡性的改革办法,在实施过程中还存在着方方面面的问题,但是就目前大的社会政策环境和高校内部的实际情况来看,人事代理制度仍然是高校人事制度改革的最优选择。
Personnel agency system in university emerges during the personnel system reform which takes the overall appointment system as core encounters bottleneck. Personnel agent system is only a transitional reform measure and there still exist many problems in the process of implementation. In view of the environment of current social policy and the intemal situation in universities,personnel agency system is still the best choice of personnel system reform.
