未来五年,若使青岛市行业协会的作用得以充分发挥,必须正确估计其目前的发展现状和面临的环境,有针对性地确定适合的目标。针对目前存在的问题,应通过加快政府职能移交和政府购买服务的方式,提高行业协会的职能。在"十二五"时期,基本形成符合社会主义市场经济要求并与国际接轨的管理规范、法制健全、分类指导的行业协会管理体制和行业协会发展机制;基本建立与青岛市经济社会发展水平相适应的布局合理、覆盖广泛、功能完备、作用显著的行业协会组织体系。
