摘要
施工企业专业技术人员增长较项目增长的管理需要存在较大缺口。工程的转包和分包是造成各种管理漏洞、导致拖欠农民工工资、拖欠工程款项等一系列社会问题和矛盾的重要原因。要解决项目管理过程中存在的各种问题,其核心是合同管理,合同管理的核心是从基础程序上增强合同执行的主动权。本文拟从工程合同的签订、工程款拨付两个方面对合同签订、执行的监管进行讨论,促进施工企业合同监督管理的健全和完善。
The increase of professional technician of construction enterprises is far behind the demand of increasing projects.Subcontract is the main cause of the problems like flawed management,arrears with worker's salary and project payment,etc.The core to solve these problems is contract management,and the kernel of contract management is strengthening the initiative of contract implementation from the basic procedure.This article discusses the contract supervision from the aspects of contract signing and appropriation for projects,so as to promote the perfection of supervision for contract management of construction enterprises.
