高度城市化区域土地整备运作机制研究——以深圳市为例

The Research on the Operating Mechanism of Readjustment in Highly Urbanized Area:A Case of Shenzhen City

当前,城市建设用地后备资源不足已成为制约城市经济发展的瓶颈,这在高度城市化区域尤其明显。城市土地整备是挖掘城市土地潜力,优化用地结构以及改善投资环境的重要途径。但从理论和实践上看,目前关于土地整备仍有一些问题需要进一步明确和完善。本文以深圳市土地整备实践为例,从探讨土地整备内涵入手,研究了土地整备运作机制及运作过程中存在问题,并提出相关改进建议。

Currently, the lack of urban construction land has become a bottleneck restricting the development of the urban economy, which is particularly evident in highly urbanized areas. Urban Land Readjustment is an important way to explore the urban land potential, optimize the structure of land and improve the investment environment. But there are still some questions to define in the field of theory and practice. Based on the analysis to the practice of Land Readjustment in Shenzhen, this paper investigate the concept of Land Readjustmen firstly, secondly, study its operating mechanism. At last, this paper discusses the problems during the whole process of Land Readjustment, and makes relevant recommendations for improvement.
