摘要
为了有效降低科研项目的质量风险,从科研管理的角度对科研项目质量控制要素构成及要素因子进行了分析,认为科研项目质量控制要素可分为结构要素和功能要素两种,结构要素包括主体层、客体层和保障层3要素,功能要素包括执行、基本、基础、时效、核心、条件和考评6要素。根据要素分解,从研究团队、选题立项、项目设计、进度设计、成果创建等方面提出了科研项目质量控制的相关策略。
In order to effectively reduce the quality risk of the scientific research project,according to analysis of scientific research project quality control element composing and element factors from the point of view of the scientific research management,it suggests that the scientific research project quality control elements can be divided into structural elements and functional elements.Structural elements can be composed of 3 elements including subject level,object level and supporting level,while the functional elements composed of 6 elements including implementation,base,foundation,time limit,core,conditions and assessment.According to the factor decomposition,it puts forward relevant strategies on scientific research project quality control in several aspects such as research team,topic choose and setting-up,project design,scheduling,outcomes creation.
