Establishing strategic alliance of universities can develop the best effect of the resources and improve the core competitiveness of alliance universities.The establishment of the P.E.Major strategic alliance of universities in district of Chang-Zhu-Tan has the advantages of geography,economy and policy as well as the feasible condition of the foreign successful practice,and the development of the information technology and the rules of the exchange of credits.The measurements are given as the following： constructing shared education resources,establishing unified organization and administration,implementing co-approval credit system and building modern net information platform.
